25 Pa. Code § 273.271 - Scope
(a) A person or municipality shall comply with this section and §§
273.272-273.277 if the person or municipality:
(1) Receives a permit to operate a municipal waste landfill after April 9, 1988, including a permit that results in the expansion of a facility permitted before April 9, 1988.
(2) Received a permit to operate a municipal waste landfill before April 9, 1988 for which a liner system is required under §
273.251 (relating to scope and requirements).
(b) A person or municipality operating a municipal waste landfill on April 9, 1988 that is not subject to subsection (a), but which is required by The Clean Streams Law (35 P. S. §§
691.1-691.1001) and regulations thereunder to treat leachate, shall comply with §§
273.272-273.277 to the greatest extent practicable.
