(a) Each person who possesses a permit for
coal mining activities issued by the Department prior to the effective date of
this chapter and who expects to conduct the permitted activities after the
expiration of 8 months from the effective date of this chapter shall reapply
for a permit for those activities within 2 months of the effective date of this
chapter.
(b) Each person who
conducts or expects to conduct new coal mining activities shall file a complete
application for a permit for coal mining activities a minimum of 180 days prior
to the anticipated starting date of the activities or a shorter period of time
as determined by the Department.
