25 Pa. Code § 88.289 - Vegetation-supporting material: soil redistribution
(a) Prior to redistribution of soil or other
suitable material, the regraded land shall be scarified or otherwise treated as
required by the Department to eliminate slippage surfaces and to promote root
penetration.
(b) Soil and other
suitable materials shall be redistributed in a manner that:
(1) Achieves an approximate uniform, stable
thickness consistent with the approved postmining land uses, contours and
surface water drainage system.
(2)
Prevents excess compaction of the soil and other suitable materials.
(3) Protects the soil and other suitable
materials from wind and water erosion before and after it is seeded and
planted.
