An application shall contain a blasting plan for the
proposed permit area, explaining how the applicant intends to comply with the
requirements of Subchapter B, C or D (relating to surface anthracite coal
mines: minimum environmental protection performance standards; anthracite bank
removal and reclamation: minimum environmental protection performance
standards; and anthracite refuse disposal: minimum environmental protection
performance standards).
