25 Pa. Code § 92a.1 - Purpose and scope
(a)
Purpose. The regulatory provisions contained in this chapter
implement the NPDES Program by the Department under the Federal Act.
(b)
Scope. A person may not
discharge pollutants from a point source into surface waters except as
authorized under an NPDES permit.
