34 Pa. Code § 41.171 - General construction requirements
(a) Except as otherwise provided in
subsection (b), cabin cars shall be equipped with a suitable container for
individual paper cups, a permanent washbasin, water or chemical closet
compartment, refrigerator, stove and table.
(b) Short line railroads principally engaged
in switching operations are not required to be equipped with water closets and
chemical closets.
