34 Pa. Code § 45.86 - Counterweights
When a counterweight is used in connection with a swing cutoff saw or other machine, one of the following or equivalent means shall be used to prevent the counterweight from dropping:
(1) The counterweight shall be bolted to the
bar by means of a bolt passing through both bar and counterweight.
(2) A bolt shall be put through the extreme
end of the counterweight bar.
(3)
If the counterweight does not encircle the bar, a safety chain shall be
attached to it. All bolts supporting the bar and weight shall be supplied with
cotter pins and the ends turned over. All suspended counterweights shall be
suspended only by a chain or wire cable of sufficient strength. Wherever they
might fall and cause injury, suspended counterweights shall travel in a pipe or
other suitable enclosure.
