In furtherance of the purposes and policies of the act of
June 22, 1937 ( P. L. 1987, No. 394) (35 P.S. §
§
691.1-691.701), the Air Pollution
Control Act (35 P.S. §
§
4001-4015), the Pennsylvania Solid
Waste Management Act (35 P.S. §
§
6001-6017) (Repealed), and the act
of June 25, 1913 ( P.L. 555, No. 335) (32 P.S. §
§
681-691) (Repealed), the
following steps shall be taken:
(1)
The heads of administrative departments, independent administrative boards and
commissions and other Commonwealth agencies under the jurisdiction of the
Governor shall ensure that the government facilities and activities of the
Commonwealth comply with the laws listed in this section and the regulations
promulgated thereunder.
(2)
Environmental pollution control needs shall be considered in the initial stages
of planning of each new installation. In addition, any construction,
reconstruction or additions to existing facilities, buildings and equipment
shall be planned and budgeted so that they comply with environmental laws and
regulations.
(3) In the performance
of contracts awarded by Commonwealth agencies, contractors shall minimize
pollution and shall strictly comply with applicable environmental laws and
regulations. Contracts shall contain provisions requiring contractors to comply
with applicable environmental laws and regulations.
