52 Pa. Code § 1021.16 - Service issues regarding people with disabilities
(a) If on-duty and not already transporting a
passenger, a taxicab driver shall stop the taxicab when hailed by a person with
a disability. The driver shall determine if the services requested by the
person can be reasonably accommodated by the vehicle and adhere to the
following procedure:
(1) If the service
request can be reasonably accommodated, the driver shall provide the
service.
(2) If the service request
cannot be reasonably accommodated, the driver shall call a dispatcher
immediately to arrange for service by the closest taxicab available that can
accommodate the person's request.
(b) This section may not be interpreted to
require or permit a taxicab to provide service in an area outside the rights
identified in the taxicab certificate holder's rights. For example, this
section does not permit a partial-rights taxicab to stop for a hail outside of
its defined geographical area.
