55 Pa. Code § 3170.22 - Direct provision of services
(a) Information and referral service, service
planning, and protective services shall be provided directly by the county
agency. However, these services may also be purchased from another agency; that
is, they may be purchased to supplement the county's provision of services,
under the following conditions:
(1) When
information and referral services for children are provided as part of a single
county-wide information and referral program operated by a public or private
agency other than the county agency, in which case the county agency shall not
be required to provide it directly.
(2) When, as a supplement to the county
agency's provision of service, information and referral services are provided
under a written agreement by a program-funded agency which provides as its
primary function the diversion of children from the traditional children and
youth programs and which has information and referral services as an integral
part of its program.
(3) When, as a
supplement to the county agency's provision of the service, service planning is
provided under a written agreement in conjunction with information and referral
service by a program funded agency which provides as its primary function the
diversion of children from the traditional children and youth
programs.
(4) When, as a supplement
to the county agency's provision of these services, protective services-child
abuse and protective services-general are provided under a written agreement by
another certified agency.
