55 Pa. Code § 4300.46 - Purchased personnel services
(a)
Purchased personnel services are allowable expenses for justifiable
programmatic or administrative reasons. A written agreement shall state the
services to be provided, the rate of compensation and the method of payment.
Consultant fees shall be determined in accordance with prevailing county
practice. Participation in the cost for fees and expenses of professional
practitioners and consultants, who are board members, directors, commissioners,
county elected officials or regular employees requires the prior approval of
the Department.
(b) County employees
may not receive remuneration for acting as consultants or in another capacity
to facilities with which the county/joinder contracts for mental health and
intellectual disability services, or with Commonwealth
agencies.
