55 Pa. Code § 6100.652 - Compensation
(a) Compensation
for staff persons, including pension, health care and accrued leave benefits,
is an allowable cost.
(b) A bonus or
severance payment that is not part of a compensation package is not an
allowable cost.
(c) Internal Revenue
Service statutes and regulations and applicable Office of Management and Budget
Circulars and related applicable guidance as issued by the United States Office
of Management and Budget apply regarding compensation, benefits, bonuses and
severance payments.
