(a) Original papers
pertaining to a proceeding instituted before or appealed to the Commission
shall be permanently kept at the executive office of the Commission at
Harrisburg, Pennsylvania.
(b)
Access to the papers and records shall be governed by

P. S. §§
1101-1611, known as the
Commonwealth Documents Law.
