58 Pa. Code § 183.511 - Construction and amendments of rules
(a) The provisions of this part are intended
to aid the efficient operation of the Commission and the orderly administration
of the law. They shall be liberally construed for the accomplishment of these
purposes and may be waived or suspended by the Commission at any time and in
any proceeding unless such action results in depriving a party of substantial
rights.
(b) Any rule or regulation
may be amended or rescinded by the Commission at any time in accordance with
law.
