The data processing board shall consist of one member of the
county election commission representing the majority party and one member of
the county election commission representing the minority party, the programmer
employed by the election commission or supplied by the manufacturer, and as
many trained personnel as will be required to operate the computer and to move
the ballots in and out of the computer room. In large counties, or in long
