1 Tex. Admin. Code § 354.1851 - Substitution of One Drug for Another in a Prescription

(a) Substitution of one drug for another in a prescription must follow all state and federal rules and laws.
(b) When generic equivalents or interchangeable biological products are dispensed, the Health and Human Services Commission pays the claim based on the acquisition cost (AC), in accordance with § 355.8541 of this title (relating to Legend and Nonlegend Medications).
