13 Tex. Admin. Code § 2.70 - Vehicle Fleet Management
(a) To the extent
applicable, the commission adopts the Texas State Vehicle Fleet Management Plan
developed by the Office of Vehicle Fleet Management, Statewide Procurement
Division of the Texas Comptroller of Public Accounts.
(b) The director and librarian will designate
a vehicle fleet manager for the agency.
(c) The vehicle fleet manager, with executive
approval, is responsible for:
(1) managing the
agency's vehicle fleet in accordance with the State Vehicle Fleet Management
Plan;
(2) observing and enforcing
statewide fleet management policies and procedures at the agency level;
and
(3) developing written policies
and procedures for managing commission vehicles that implement, to the extent
feasible, the Best Practices guidelines of the State Vehicle Fleet Management
Plan.
(d) Each agency
vehicle is assigned to the agency motor pool and is available for checkout for
official business by employees who are authorized to drive agency vehicles,
with the advance approval of the executive or the vehicle fleet
manager.
(e) The agency may assign
a vehicle to an individual administrative or executive employee on a regular or
everyday basis only if the agency makes a written documented finding that the
assignment is critical to the needs and mission of the agency.
