16 Tex. Admin. Code § 12.702 - General Requirements
To qualify for blaster certification by the Commission, a person must satisfy the following requirements:
(1) Age.
(A) An applicant may not be younger than 20
years of age; and
(B) an applicant
may not be younger than 21 years of age at the time of blaster
certification.
(2)
Knowledge.
(A) An applicant shall be
competent, possess practical knowledge of blasting techniques, and understand
the hazards associated with the handling, transportation, storage and use of
explosives; and
(B) an applicant
shall have a history of conduct consistent with the acceptance of
responsibility for blasting operations.
(3) Experience.
(A) In the 3 years prior to application, an
applicant shall have been qualified and worked as a blaster or as a member of a
blasting crew under the direction of a blaster for the following cumulative
lengths of time:
(i) 24 months, for
certificate issuance; or
(ii) 12
months, for certificate renewal or reissuance; and
(B) an applicant shall not be subject to
suspension, revocation or other action by any qualified blaster certification
justification or by any other jurisdiction that issues blaster licenses or
permits.
(4) Training.
An applicant shall have received on-the-job training, completed a qualified
training course, and obtained satisfactory evidence of having completed the
training requirements specified in §
12.703 of this title (relating to
Training).
