16 Tex. Admin. Code § 27.87 - Duty to Negotiate
The parties must negotiate in accordance with the timetable established by § 27.89 of this title (relating to Timetable) to attempt to resolve all claims and counterclaims. No party is obligated to settle with the other party as a result of the negotiation.
