16 Tex. Admin. Code § 307.105 - Severability
If any part of a Commission rule or a rule's application to any person or circumstance is held invalid, the invalidity does not affect other parts or applications of the Rules that can be given effect without the invalid part or application, and to this end the Commission's rules are severable.
