16 Tex. Admin. Code § 311.201 - Applicability
This chapter applies to:
(1) all persons licensed by the Commission,
either in an occupational capacity or by virtue of the person's ownership in a
racetrack licensee; and
(2) all
persons, whether or not licensed by the Commission, whose actions may affect
the outcome of a pari-mutuel race, the payout of a pari-mutuel pool, or the
health, safety, or welfare of individuals on association grounds.
