16 Tex. Admin. Code § 313.102 - Intent and Authority
(a) An individual
may not enter or attempt to enter a horse for a race unless:
(1) the individual is authorized under the
Rules to make the entry; and
(2)
the entry is bona fide, made with the intent that the horse compete in the race
in which it is entered.
(b) A signed entry form is prima facie
evidence that the entry form expresses the desire and intent of the person
making the entry.
