16 Tex. Admin. Code § 95.31 - Permit Denial
The department may deny an application or revoke a permit if the applicant, a partner, principal, officer, or general manager of the applicant has:
(1) violated an order
of the commission or executive director, including an order for sanctions or
administrative penalties; or
(2)
submitted false or incomplete information on the application.
