19 Tex. Admin. Code § 22.207 - Priorities in Grants to Students

(a) If state appropriations for the program are insufficient to allow grants to all eligible students, each institution shall give priority to eligible students who have previously received a grant through the program.

The Coordinating Board shall determine and announce this value for a given state fiscal year by January 31 of the prior fiscal year.
(c) In determining first-time recipients of grants through the program, an institution shall give highest priority to eligible students meeting criteria specified under subsection (b) of this section who have also demonstrated the highest levels of academic achievement prior to transfer as determined by the participating institution.
