19 Tex. Admin. Code § 4.59 - Determination of Readiness to Perform Entry-Level Freshman Coursework
(a) An institution shall determine when a
student is ready to perform entry-level freshman coursework using:
(1) Developmental education coursework and/or
intervention learning outcomes developed by the Board based on the Texas
College and Career Readiness Standards;
(2) Student performance on one or more
appropriate assessments, including scores resulting from a student's retaking
of the TSI Assessment; and
(3)
Student qualification for one or more TSI exemptions as outlined in §
4.54 of this title (relating to
Exemptions, Exceptions, and Waivers).
(b) An institution may enroll a non-exempt,
undergraduate student who has not met the college readiness standard on the TSI
Assessment in an entry-level freshman course if the student is co-enrolled in
developmental education, as defined in §
4.53(7) of this
title (relating to Definitions). Successful completion of the entry-level
freshman course is demonstration of the student's college readiness,
independent of his/her performance in co-enrolled developmental
education.
(c) As indicators of
readiness, institutions shall consider, as appropriate:
(1) Performance in developmental
education.
(2) Performance in
appropriate non-developmental coursework, including successfully completed
college-level coursework in a related field using AP scores, IB scores, CLEP
scores, and/or grades earned through dual credit, as determined by the
receiving institution.
(d) A student may retake an assessment
instrument at any time, subject to availability, to determine the student's
readiness to perform entry-level freshman coursework.
(e) An institution shall, as soon as
practicable and feasible, indicate a student's readiness in reading,
mathematics, and writing on the transcript of each student. Student readiness
in mathematics is indicated as either:
(1)
ready for any entry-level freshman mathematics coursework; or
(2) ready only for non-Algebra intensive
courses, including MATH 1332/1342/1442 (or their local equivalent).
