22 Tex. Admin. Code § 323.4 - Request for Proposals for Outsourced Services
(a) The board shall conduct a request for
proposals (RFP) and bid process for all outsourced services, including the
issuance of agreements or memorandums of understanding with other entities, no
less than once every four years beginning September 1, 2017. The board may also
request RFPs at any time by an action of the board.
(b) The board shall develop specific
guidelines for each RFP and shall review the RFP as part of the biennual
review.
(c) The board shall review
all outsourced services on a biennual basis.
(d) An entity entering into an agreement with
the board shall provide access to financial information as required by the
RFP.
