26 Tex. Admin. Code § 356.903 - Primary Services to an Unserved or Underserved Population
If the special nonresidential project's purpose is to provide services to a particular population, the contractor must have a plan for providing services to otherwise eligible victims who are not members of the targeted population. This plan may include referrals.
