26 Tex. Admin. Code § 554.412 - Mail
The resident has the right to privacy in written communications, including the right to:
(1) send and receive mail promptly that is
unopened;
(2) request facility
staff to help open and read incoming mail and help address and post outgoing
mail;
(3) have access to
stationery, postage, and writing implements at the resident's own
expense.
