28 Tex. Admin. Code § 25.60 - Collection Practices
In attempting to collect money due on an insurance premium finance loan from the insured, and prior to implementing the power of attorney, a licensee shall not use unfair debt collection practices, but only lawful remedies authorized under the laws of this state.
