31 Tex. Admin. Code § 29.53 - Purpose and Effect of an Advisory Opinion
(a) The purpose of the
advisory opinion is to notify the public and the agency or subdivision adopting
or approving the plan whether actions taken pursuant to the plan are likely to
be consistent with the CMP goals and policies.
(b) The advisory opinion does not ensure that
any action taken pursuant to the general plan will or will not be consistent
with the CMP goals and policies.
(c) The commissioner's issuance of an
advisory opinion does not obviate the requirement that state agencies and
political subdivisions prepare consistency determinations in accordance with
the requirements of this chapter or preclude commissioner review of those
actions.
