34 Tex. Admin. Code § 5.15 - Electronic Funds Transfers - Pay Cards

(a) Pay cards for state payroll, travel reimbursement, or retirement payments.

(1) The comptroller may enter into a contract to offer state employee payroll, travel reimbursement, or retirement payments using pay cards, an approved type of EFTS payment under § 5.12(c) of this title (relating to Processing Payments through Electronic Funds Transfers).

(2) Pay cards may be issued to a state employee or annuitant to provide access to payroll, travel reimbursement, or retirement payments deposited to a designated account at a domestic financial institution.

(b) Pay cards are subject to Regulation E.
