34 Tex. Admin. Code § 65.9 - Delegation of Authority

Any right, power, or duty conferred on the executive director by statute, rule, or board action may be exercised or performed by the deputy executive director as provided by Tex. Gov't Code § 815.202(f) or if the executive director is incapacitated or otherwise unable to act.
