37 Tex. Admin. Code § 1.262 - Enhanced Contract Monitoring by Contract Review Board
(a) The commission authorized the creation of
a contract review board to review contracts entered by the department. The
contract review board is chaired by the assistant director of the
administration division, has a representative from each of the department's
divisions, and has a member from the commission that serves on the contract
review board as a liaison to the commission. The contract review board
maintains an executive committee to review procurements and contracts that may
be high risk at their inception.
(b) The contract review board reviews the
contracts as detailed in this subsection:
(1)
contracts that are over one million dollars in value; and
(2) contracts that constitute high risk to
the department based on the criteria of the contract monitoring program or as
determined by the contract review board, executive committee of the contract
review board, or the commission.
(c) All procurements and contracts that meet
the threshold of review by the contract review board or the executive committee
of the contract review board will be considered to require enhanced contract or
performance monitoring.
(d)
Performance monitoring reports will be submitted to the commission by the
assistant director of the administration division.
(e) Any member of the contract review board
or the procurement director may recommend or report risk concerns to the
assistant director for reporting to the commission.
