37 Tex. Admin. Code § 2.10 - Issuance or Denial
(a) Upon completion of
the department's review of the application and the applicant's background, the
pass will either be issued or the applicant will be notified in writing that
the application has been denied.
(b) The appeal of a denial is governed by
§
2.12 of this title (relating to
Informal Review of Denials, Suspensions or Revocations based on Criminal
History Disqualifiers).
