37 Tex. Admin. Code § 29.2 - Scope

These rules govern the procedure for the institution, conduct and determination of all contested cases under the department's jurisdiction. These rules do not apply to cases under Texas Transportation Code, Chapters 521, 522, 524, and 724, except contested cases brought under the Ignition Interlock Program, Texas Transportation Code, §§ 521.247, 521.2475, and 521.2476. These rules do not apply to internal personnel matters of the department.
