37 Tex. Admin. Code § 343.250 - External and Perimeter Security
(a)
The facility's perimeter shall be controlled by appropriate means to:
(1) ensure that residents remain within the
perimeter; and
(2) prevent access
by the general public without proper authorization.
(b) Any outdoor area in which residents are
permitted shall be enclosed by a permanently erected fence or wall.
