37 Tex. Admin. Code § 445.3 - Right of Access
(a) A duly authorized
representative of the commission may enter the premises of any entity regulated
by the commission at any time during normal working hours and in such manner as
to minimize interference with the operations of the entity to determine whether
or not the entity is in compliance with the Code and the rules of the
commission.
(b) No person shall
refuse to permit, or interfere with an inspection authorized by the Code or
commission rules.
(c) Interference
with, or refusal to permit an inspection under the Code or commission rules is
grounds for discipline.
(d) The
commission's right of access will be enforced through either administrative or
judicial procedures as is necessary or required.
