37 Tex. Admin. Code § 461.1 - Incident Commander Certification
(a) An Incident
Commander is defined as an individual responsible for all incident activities,
including the development of strategies and tactics and the ordering and
release of resources, who has overall authority and responsibility for
conducting and managing all incident operations at the incident site.
(b) All individuals holding an Incident
Commander certification shall be required to comply with the continuing
education requirements in Chapter 441 of this title (relating to Continuing
Education).
