4 Tex. Admin. Code § 1.2 - Purpose

The purpose of these rules is to provide for standards of practice and procedure for actions by and before the department, thereby encouraging public participation and notice of department actions. Department proceedings shall be conducted in accordance with the APA and this subchapter. This subchapter does not apply to Food and Nutrition appeals.
