A contractor must implement the financial management system TDA mandates, according to 7 C.F.R. 226.6, 7 C.F.R. 226.7, 7 C.F.R. 226.10, 7 C.F.R. 226.11, 7 C.F.R. 226.13, and 7 C.F.R. 226.16, and 7 CFR Parts 3016 and 3019.
