40 Tex. Admin. Code § 101.915 - Substitution of Impartial Hearing Officer
(a) If for any reason an impartial hearing
officer is unable to continue presiding over a pending hearing, or issue a
decision after the conclusion of the hearing, another impartial hearing officer
shall be designated as a substitute to complete the hearing and render a
decision in accordance with these rules.
(b) The substitute impartial hearing officer
may use the existing record and may conduct further proceedings as are
necessary and proper to conclude the hearing and render a decision.
