40 Tex. Admin. Code § 800.555 - Certification
A person is not eligible for the refund of wages paid or incurred by the person unless the person has received a written certification from the Agency that the person's employee is a recipient of:
(1) financial assistance within the six
months prior to his or her start date; or
(2) medical assistance within the six months
prior to his or her start date.
