40 Tex. Admin. Code § 844.92 - Judicial Review
(a) If a final
decision or order imposes an administrative penalty or the recovery of
investigative costs, a party may obtain judicial review of the decision by
filing a petition in a Travis County district court against the Agency on or
after the date on which the decision or order is final, and not later than the
14th day after that date.
(b)
Judicial review under this subchapter is by trial de novo based on the
substantial evidence rule.
(c) A
party may not obtain judicial review of the decision unless the party has
exhausted the party's remedies as provided by this subchapter.
