43 Tex. Admin. Code § 21.2 - Controlled Access Highways

For highways officially designated as controlled access highways by the Texas Transportation Commission, right-of-way is acquired with access between abutting properties and the highway facility permitted and/or denied in accordance with the approved design of the projects.
