43 Tex. Admin. Code § 21.411 - Applicant's Identification of Proposed Site
(a) An applicant for a permit for a new sign must identify the proposed site of the sign by setting a stake or marking the concrete at the proposed location of the edge of the sign structure, including the sign face, that is nearest the right of way.
(b) At least two feet of the stake must be visible above the ground. The stake or the mark must be distinguished from any other stake or mark at the location.
(c) A stake or marking may not be moved or removed until the application is denied or, if approved, until the sign has been erected.
