43 Tex. Admin. Code § 22.10 - Purpose

It is the policy of the department and the commission to facilitate the use of state highway right of way for certain public purposes which benefit the general public while being consistent with the safe and efficient operation of the state highway system. The sections under this subchapter prescribe the policies and procedures governing use of state highway right of way for other than department business.
