43 Tex. Admin. Code § 25.904 - Goals and Objectives
The long-term goal of the program is to reduce traffic crashes and the resulting deaths, injuries, and property damage to the lowest possible level. Objectives which support this goal are established for the various functional areas of the program. These objectives may be revised by the department whenever it determines a need to do so. Current objectives for the program are published in the Texas highway safety plan.
