43 Tex. Admin. Code § 57.50 - Report to Texas Department of Insurance

If the MVCPA determines that an insurer failed to pay or intentionally underpaid the fee required by Transportation Code, § 1006.153, the MVCPA shall notify the Texas Department of Insurance, and the Texas Department of Insurance may for that reason revoke the insurer's certificate of authority.
