43 Tex. Admin. Code § 9.230 - Labor-only Subcontracts
(a) The department may allow labor-only DBE subcontract arrangements for appropriate work categories.
(b) A contractor must clearly outline the labor-only status in the subcontract with the DBE subcontractor.
