Utah Admin. Code R151-4-705 - Order of Presentation in Hearings
The order of presentation of evidence in hearings in formal adjudicative proceedings shall be as follows:
(1) opening statement of the party with the
burden of proof;
(2) opening
statement of the opposing party, unless the party reserves the opening
statement until the presentation of its casein-chief;
(3) case-in-chief of the party with the
burden of proof and cross examination of witnesses by the opposing
party;
(4) case-in-chief of the
opposing party and cross examination of witnesses by the party with the burden
of proof;
(5) if the presiding
officer finds it to be necessary, rebuttal evidence by the party that has the
burden of proof;
(6) if the
presiding officer finds it to be necessary, rebuttal evidence by the opposing
party;
(7) closing argument by the
party with the burden of proof;
(8)
closing argument by the opposing party; and
(9) final argument by the party with the
burden of proof.
